From Courses to Cues: Designing Learning That Shows Up When Work Gets Hard

Work has changed faster than learning.

Across industries, roles are becoming more complex, decision cycles are shrinking, and hybrid work has reshaped how and where people access support. Microsoft’s 2025 Work Trend Index, drawing on data from 31,000 workers globally, points to increasingly fast, AI-enabled ways of working where knowledge and judgement are expected in real time.

At the same time, the World Economic Forum’s Future of Jobs Report 2025, based on insights from over 1,000 employers representing more than 14 million workers, highlights accelerating skills disruption and the need for continuous capability development.

Yet in many organisations, learning is still designed as if work happens in predictable blocks of time, separate from practice.

Courses are scheduled. Content is curated. Platforms are populated. And then we wonder why people do not use them when the pressure is on. The problem is not access to learning. It is timing. If learning does not show up at the moment work gets difficult, it is not in the flow of work. It is adjacent to it.

The Limits of the “Learning as an Event” Model

Most organisations have invested heavily in digital learning ecosystems. Learning management systems, experience platforms and vast content libraries are now common. Microlearning has become standard. On-demand access is widely available. On paper, this looks like progress. In practice, it often still requires the learner to:

  • recognise a gap
  • leave the task
  • search for content
  • interpret it
  • return to the work and apply it

In slower, more predictable environments, this model can work. In fast, hybrid and cognitively demanding work, it breaks down.

CIPD research on learning and development continues to highlight time pressure as one of the most significant barriers to engagement. People are not unwilling to learn. They are operating in environments where stopping to learn feels like falling behind.

Hybrid work amplifies this. Informal learning, once supported by proximity and observation, is less visible. Support is less immediate. The burden shifts to individuals to find answers themselves, often under pressure.

In this context, the question is no longer “Do we provide learning?” It is “Does learning appear when it is needed most?”

Redefining Learning in the Flow of Work

“Learning in the flow of work” is often interpreted as shorter content, mobile access or on-demand libraries. These are enablers, not the outcome.

Learning in the flow of work is defined by proximity to action. It is the integration of learning into the moments where performance is shaped, decisions are made and outcomes are determined. This includes:

  • prompts before critical tasks
  • guidance embedded within systems and workflows
  • structured reflection immediately after action
  • peer and manager support at the point of need
  • accessible, context-specific job aids

Research on microlearning reinforces this point. While shorter learning interventions can improve engagement and retention, their effectiveness depends on how well they are aligned to real tasks and integrated into practice, not simply how concise they are. Breaking content into smaller pieces is not enough. The real shift is from delivering content to designing support around moments of need.

From Courses to Cues

A useful way to think about this shift is from courses to cues. Courses are structured, planned and often removed from the immediacy of work. They have a place, particularly for foundational capability.

Cues are different. Cues are timely, contextual and actionable. They are designed to influence behaviour in the moment.

A frontline manager preparing for a difficult performance conversation opens their calendar invite and sees a short embedded prompt. It includes three structured questions, a reminder to focus on observable behaviours rather than assumptions, and a simple conversation flow. The support appears automatically, requires no navigation, and disappears once the meeting begins. The manager does not attend a course before the conversation. They are supported at the exact moment they need to perform.

In another context, a sales professional working inside a CRM system receives contextual cues during a live client interaction. When a pricing objection is logged, a short scenario-based prompt appears, offering two response strategies and a reminder of value positioning principles. Rather than leaving the system to access training materials, the learning is embedded directly into the workflow, shaping behaviour in real time.

Cues do not replace learning. They activate it. They bridge the gap between knowing and doing. In fast-moving environments, that gap is where performance is won or lost.

Three Design Shifts for L&D

Moving from courses to cues requires a shift in how learning is designed.

Design for moments, not modules

Traditional instructional design starts with content and builds modules around it.
Designing for the flow of work starts with identifying where performance breaks down:

  • Where do people hesitate?
  • Where do errors occur?
  • Where do decisions carry the most risk?

These moments become the focal points for intervention. The design question shifts from “What do people need to learn?” to “What do people need at this exact moment to perform effectively?”

Reduce friction, not just duration

Microlearning has often been positioned as the solution to time constraints. Shorter content is assumed to be easier to consume. But duration is only part of the equation. If a learner still has to search, select and interpret content under pressure, friction remains high.

Reducing friction means surfacing learning within existing tools, minimising steps between need and support, and aligning language and format to the task.
This is visible in onboarding. A new employee learning a core system is guided by embedded, step-by-step cues within the platform itself. Instead of attending a separate training session or searching for help documents, prompts appear as tasks are completed, providing just enough guidance to progress. The employee learns by doing, with support integrated into the workflow rather than delivered in advance.

The best learning is not just short. It is effortless to access and apply.

Connect systems, not just content

One of the less visible barriers to learning in the flow of work is fragmentation.
Learning platforms, workflow tools, talent systems and knowledge bases often operate in isolation. The result is that even high-quality learning remains disconnected from where work actually happens. This is where interoperability becomes critical.

When systems can communicate effectively, learning can surface more seamlessly within workflows. It becomes easier to deliver context-aware, timely support without requiring users to switch platforms. For L&D, this means thinking beyond content strategy to ecosystem design.  If learning cannot reach the workflow, it cannot influence performance in real time.

What this Looks like in Practice

Organisations already moving in this direction are not necessarily building more content. They are redesigning how support appears. At the close of a project milestone, team members are prompted to complete a short, structured reflection within their project management tool. They capture what worked, what did not and what should be done differently next time. The insight is immediate and feeds directly into future work, rather than being delayed or lost.

In another setting, support appears before, during and after key moments. A manager is guided before a conversation. A practitioner is supported during a task. A team reflects immediately after delivery.  Learning is not a separate activity. It is part of the workflow.

The Future of learning is better timing

The shift toward faster, more complex and hybrid work is not slowing down.
The organisations that build capability most effectively will not be those with the largest content libraries or the most comprehensive programs. They will be those that design learning to appear when it matters.

This requires a shift in mindset. From delivering learning to enabling performance. From structuring courses to shaping moments.  From content availability to contextual relevance.

Learning in the flow of work is not about doing more. It is about being there, precisely when it counts.
